Discussion

Political and Policy environment

There are many factors that affect the organization and its goal and it’s important for directors and staff to identify and measure the factors that can influence their goal such as social, environmental, political, etc.  The political and policy environment of the Victorian Aboriginal Health Service was apt as the employees ensure they follow all the vital law when providing service, or when participating with other organizations to reach wider audience to deliver care, to auditing financial report the organization has followed the relevant policies. These polices supported the organization to evaluate the strength, opportunity, threat and weakness related to the organization mission to attain their strategic goal and also supported their plan by kPi (key performance indicator) to evaluate the performance of the system. As the service include medial, oral health, community program, home and community care, counselling, adult mental health and social wellbeing, etc. it became obligatory for organization to pre-assessed the vital legislation that needs to be considered when providing following service, working in compliance to these policy help in avoiding the risk of breach, and ensure health and wellbeing of both client and employees.  For instance, when providing counselling service or other mental health related service to client it is vital to ensure privacy and confidentiality of the person, using therapeutic skills, consider code of conduct, etc. thus, after analysing the Victorian aboriginal health service framework in delivering the service it is evident that the workforce has assessed the important polices and factors that can affect their service thus they work in compliance to decided procedure to mitigate possible risk and ensure safety. . In consideration to case study annual report, Victorian Aboriginal health service has considered clinical standards, also grant and compliance position were established to ensure organization compliance and funding procedure that will be help in reporting outcome against the deliverables. Managers and employees certify that they comply with functional obligations to deliver care in aboriginal community. Thus, I can say that Victorian aboriginal health service political and policy environment is very strong. For any organization evaluating the vital social, environmental, technical and political factor are vital to identify the possible risk, make plan to mitigate those risk to ensure effective functioning of the organization (Raphael and Bryant, 2019). Director and manager needed to be clear about their vision related to the service and ensure that from recruitment process to working process employees are aware of organization mission, relevant legislation, policy and procedure to work effectively to avoid ambiguity and breach to attain mutual goal effectively (Cui and Akai, 2019). Prior planning and assessment needed to avoid identify and mitigate the risk related to service.

Organization design and coordination

Victorian aboriginal health service is design effectively to meet the needs of aboriginal people. As we know that generally aboriginal people prefer to isolate themselves from the other community due serval reasons, but primarily due language barrier, they prefer to communicate and work in their community that is big hindrance, especially in terms of healthcare as people from aboriginal community avoid going to service based at urban areas, their social, emotional and economic condition also influence their health and wellbeing, lack of inattentiveness about poor lifestyle choices affect people health majorly, that’s the reason rate of chronic disease and mental illness are considerably high in the community (Nichols et al., 2018). Victoria aboriginal health service has considered all these fact when designing their program for people in aboriginal community. Their mission for service comprise ensuring health and wellbeing of the aboriginal people through educating people about healthy lifestyle and consequence of bad lifestyle and other medical factors to support safety, training the employees to ensure quality care is delivered in the community by functioning in compliance to sets of standards. Integrated team care program was supportive for Victorian aboriginal was supportive for the service as it manages referrals and team care management. In annual year, the service has managed to deliver more than six thousand care comprising care coordination, referrals to other service. The Victorian aboriginal health service has tracked records of the service delivered as per referrals. As mentioned above, aboriginal people economic condition and isolation from other community is key factors contributing poor health, therefore, reaching out the community people is not an easy task, coordinating with other health services such as local GP referrals, local social workers, local community services, etc. are supportive for Victorian aboriginal health service to reach wider audience and deliver quality care. I think Victorian aboriginal health service was able to effectively manage the health of people through care coordination as the timely communication between the team, for each health service whether it is dental care, allied health unit, or mental services, etc. for each service provided by the organization they ensure that they followed the person-centered approach, where person need are identified and service is delivered by skilled professional, collaboration  between all the members of healthcare team, clear communication between all healthcare member as well as person receiving care, (Chartrand, Rosales and Mackinnon, 2019) believes that effective coordination rely on different factors such as education level of person receiving care, the medial complexity,  access to resources such as stable housing and transportation, and level of ongoing care required. Considering this we can say that Victorian aboriginal health service able to collaborate proficiently in delivering care.

Leadership and teamwork

As Victorian aboriginal health service were established on the principle of ensuring holistic health, aboriginal community control to ensure wellbeing and healing, maintain self –determination and cultural integrity, also their values comprise obligation to be respectful and caring, responsible and accountable for own actions, being trustworthy and honest, collaborating to deliver quality care to wider audience, learning through work experience and sharing with others to avoid ambiguity and error and ensure effective service, believing in diverse workforce to strength the organization in all aspect. These principle and value held by organization signifies the presence of effective leadership and team work, each service provided by the organization to meet people need wouldn’t be possible without the implementation of effective leadership and teamwork of healthcare team working in different unit. I believe that Victorian aboriginal health service from collaborating with the other organization and health body such as GP for referrals, to ensure service excellence, recruiting and supporting skilled staff to meet need of wider audience demonstrate teamwork. As the teamwork comprise the intervention communicate with each other to deliver quality service without any hindrance staff attempt to deliver quality services and learn new methods during the service and sharing with others to help them in ensuring quality care demonstrate an effective teamwork between the employees (Rosen et al., 2018). As increase chronic cases in the community forced staff to consider a multidisciplinary approach to deliver care. Teamwork rely on solid communication between employees and with patient and their families. Leadership provide theory bases practice that can support organization to attain their goal more evidently (Keats, 2019). Effective leadership comprise quality of setting goals for employees and for organization, ensuring that all employees are aware of company goals, taking best and immediate action when needed to sustain management and inspire other people to perform at their highest level. Identifying and assessing risk related with the business and making plan to mitigate the risk, informing employees policy and procedure which needed to be consider when delivering service, communicating on regular basis to ensure everyone in team work without ambiguity, documentation both electronically and manually of the expenses and income to later evaluate the outcome is vital, informing and training staff about communication, documentation and monitoring to facilitate teamwork in the organization. Funding bodies provide instructions for Victorian aboriginal health service to meet, working close with organization and finance unit, Grant and compliance officer play critical role in assessing suitable utilisation of financial resources and quality improvement. As I analysed the annual report looking at financial statement that stated that Income increased by $1,561, 601 , opining profit was 48997, that arise total income to $1, 911, 900. Finance manager has ensured that from every revenue and expenditure is assessed such as revenue from non-operating activity, communication expenses, travel expenses, cleaning expenses, medical expenses, etc.  Current assets, liabilities, etc. pre-forecasting the expenditure, documentation, monitoring and suitable audit as per law was supportive in effectively utilising the financial resources. The strong financial management in healthcare service support in delivering effective quality care to people in the community.

The attitude of the organization was to attain their desired goal effectively, and for that the organization has considered different approach and factors to improve their working procedure, as the goal of Victorian aboriginal health service is to reach wider audience and improve access of the service for aboriginal people and foster partnership to facilitate quality service delivery. For any organization their attitude play key role in attaining their goal effectively (Borkowski, 2016).
